OACUAS May 2010
Ken Hoggart, President of Universal Defensive Tactics Training Services recently attended an OACUSA (Ontario Association of College and University Security Administrators) conference May 19, 2010 in Toronto, hosted by York University. Guest speaker was Lieutenant Colonel (retired) David Grossman, author of several books and articles on the psychology of violence including; On Killing & On Sheep, Wolves, and Sheepdogs. Vancouver 2010
Ken Hoggart, President of Universal Defensive Tactics Training Services recently provided Site Security Management for the LiveCity Olympic site "Yaletown" during February 2010. LiveCity was a combined production effort of the City of Vancouver, Live Nation, Coca-Cola, Samsung, Acer, Panasonic, along with various government funding initiatives. The site had a capacity of 10,000 patrons with a variety of school programs during the day and live concerts at night. Vancouver was an exciting place to be during February of 2010! Universal Defensive Tactics Training Services trained several Police Officers, Security Guards, and Private Investigators in 2009. The most common training requested was Subject Control and Compliance and Tactical Handcuffing.
Rebuilding Together New Orleans
May 3 to 11, 2008, Ken Hoggart of Universal Defensive Tactics Training Services traveled to New Orleans to participate in "Rebuilding Together New Orleans", with University of Western Ontario Campus Community Police Services, University of Windsor Police, and Carlton University Police. The combined efforts of these police services and Universal DTTS were used to help bring new life to a few homes that were victims of Hurricane Katrina.
Today, law enforcement agencies are faced with the challenge of dealing with the issues of harsh crime and yet maintaining human rights. Universal Defensive Tactics Training Services teaches Police Officers and Security Guards efficient controlling techniques that are conducive to today’s society and yet are effective without causing serious harm to subjects. These techniques keep our Officers safe, both physically and legally.
Currently, Defensive Tactics for Police Officers in Ontario are administered by the Ontario Police College (OPC). Basic Training Curriculum for Security Guards and Private Investigators can be found on the Ministry's web site (see below). Advanced training in Use of Force and Defensive Tactics for Security is still under development.
The Ontario “Use of Force Model (2004) ” is the standard by which all Defensive Tactics are measured in a situation where force is used by Police Officers in Ontario. The Criminal Code of Canada, as well as various Provincial Statues, states where a Law Enforcement Officer, Security Personnel, or a Citizen may use force. The guiding principle is that no more force shall be used than necessary.

As of April 15, 2010, the new basic Training and Testing Regulation takes effect. This Regulation helps strengthen the professional requirements for security guards and private investigators and enhance public safety. All new applicants must undergo a basic training program and pass a test of their knowledge before they can apply for a security guard and/or private investigator licence. Existing licensees do not need to take the basic training course before attempting the ministry test. Beginning July 16, 2010, existing licensees are required to pass the ministry test before applying for their licence renewal.
